This feature will address the needs of applications and systems scaling out. When a certain resource usage goes over or below a certain user-defined limit, some an action would take place, which is typically starting and/or stopping a VM from a pool. Such conditions could be:
- disk usage
- free disk space
- network usage
- CPU usage
