There are two kinds of users, developers and users. Users can range from individuals, to small businesses or labs to enterprise large-scale deployments.

Follow the instructions in Read Installing oVirt to quickly get a development system up and running. Once a system is up and running you can use the oVirt management interface to create new Virtual Machines to run on the managed node.
